Nanjing, abbreviated as "Ning" (宁), is the capital of Jiangsu Province. It is located in the southwestern part of Jiangsu Province and the lower reaches of the Yangtze River.

Beginning at 31°14′ north in the south, Nanjing extends to 32°37′ north in the north; from 118°22′ east in the west, to 119°14′ east in the east. The maximum distance between east and west is approximately 70 kilometres; between north and south approximately 150 kilometres. The slender city covers an area of 6,587.02 square kilometres. Nanjing is an important central city in eastern China, an important national research and education base, and a comprehensive transportation hub. It is the only megacity in the Yangtze River Delta and an important gateway city for the development of the central and western regions, the first batch of national historical and cultural cities, and a national key scenic tourist city. Functions of the Organization

According to the "Decision of the Central Committee of the Communist Party of China on Deepening the Reform of the Party and State Institutions" (Zhongfa (2018) No. 9), the "General Opinions of the Jiangsu Provincial Committee of the Communist Party of China on the Reform of Municipal and County Institutions" (Sufa [2018] No. 32) and the "Provincial Notice of the General Office of the General Office of the Provincial Government on Printing and Distributing the "Nanjing Institutional Reform Plan" (Suban [2019] No. 1), the Foreign Affairs Office of the Municipal People's Government, and the Hong Kong and Macao Affairs Office of the Municipal People's Government, were established as municipal government work departments. The Foreign Affairs Office of Nanjing Municipal People's government is responsible for implementing the central government's policies on foreign affairs and the decisions and deployment of the provincial and municipal party committees, and insisting and strengthening the party's centralized and unified leadership of foreign affairs in the process of performing its duties.

Main Responsibilities
（1） To carry out the Party and the country's foreign policies, laws and regulations, implement the instructions and decisions of the Provincial Party Committee, the provincial government, the Municipal Party Committee, and the municipal government on foreign affairs, and be responsible for policy guidance, business evaluation, supervision and inspection. To?Undertake the daily work of the Foreign Affairs Committee of the Municipal Party Committee. To?Manage, coordinate foreign exchanges and cooperation in various fields of the city, and formulate policies and plans related to foreign affairs.

（2） To study and analyze the development trends and policy trends of various countries, and provide suggestions for the municipal Party committee and government to make decisions on foreign affairs around the city's economic construction, social development and opening up.

（3） To carry out the central government's policies and regulations on Hong Kong and Macao, and to undertake the responsibility of overall planning, coordination and centralized management of our city's exchanges with Hong Kong and Macao special administrative regions.

（4） To make overall arrangements and undertake the visits and domestic and foreign affairs of the leaders of the municipal Party committee, the Municipal People's Congress, the municipal government and the municipal CPPCC.

（5） To receive state guests, party guests and other important foreign guests visiting our city. To undertake the visits of relevant foreign personnel. To guide the protocol work of important foreign affairs activities in the city. To work with relevant departments to do a good job in the construction of foreign-related visiting units.

（6） To undertake business contacts and negotiations between our city and relevant foreign consular agencies and international organizations. To guide and coordinate the approval of international conferences held in our city.

（7） To be responsible for the centralized management, coordination service and supervision of the work of going abroad on business. Within the scope of authorization, audit or examine and approve relevant personnel going abroad on business, and undertake the application business for passport (including e-passport), visa and endorsement of personnel going abroad on business from our city. To work with relevant departments to implement foreign affairs discipline and confidentiality systems.

（8） To undertake the exchanges between our city and other countries, and to manage the relations and exchanges between our city and foreign friendly cities and other units. To be responsible for conferring honorary titles, honorary duties and important awards to foreigners.

（9） To guide the relevant departments to manage the work of foreigners coming to our city, and to protect the legitimate rights and interests of foreigners coming to our city according to laws. Assist relevant departments to coordinate and handle important foreign affairs and cases. To guide and coordinate the protection of the safety and legitimate rights and interests of citizens and institutions in our city. To guide the handling of foreign emergency affairs in the whole city.

（10） To be responsible for the education and training of foreign affairs officials and personnel in the whole city. Assist relevant departments in external publicity and mass foreign affairs education.

（11） To take charge of the affairs of foreign journalists and news agencies who come to our city for interview purposes.

（12） To supervise the Municipal People's Association for Friendship with Foreign Countries.

（13） To undertake other tasks assigned by the Municipal Party Committee and the Municipal Government.
