Notice on Fully Implementing Optimized Measures of COVID-19 Prevention and Control in Nanjing (No.27)

In line with national and provincial guidelines on epidemic prevention and control, the Protocol on Prevention and Control of COVID-19 (Edition 9) and to ensure people’s normal life to the maximum extent, the notice on optimizing epidemic prevention and control measures is issued as follows:

1. Optimize ways of taking nucleic acid testing.All districts are no longer required to do nucleic acid test for all residents. While employees in high-risk posts and residents in high-risk areas still need to take nucleic acid tests as required, other people may take nucleic acid tests as they wish. All districts may continue to offer free nucleic acid testing service for a period of time. Citizens can carry out antigen testing according to their own needs.

2. Adjust locations that require nucleic acid test negative certificate.Except for nursing homes, welfare homes, medical institutions, kindergartens, primary and secondary schools and other special places, other places no longer check health code and the negative certificate of nucleic acid testing. Essential government agencies, large companies and some specific locations need to continue to followepidemic prevention and control measures required by districts and administrative authorities. Citizens no longer need to register information or show the negative certificate of nucleic acid testing for buying antibiotics, antiviral medications and drugs to alleviate fever and coughing.?

3. Optimizetravelmanagement.All the inspection points at service stations or terminals of highways, railway, waterways andairports are to be removed. People across different cities or provinces no longer need to show health code and the negative certificate of nucleic acid test. People coming or returning to Nanjing will not be subject to nucleic acid test upon arrival and “three tests in three consecutive days”. People taking public transit including subways, buses, ferries, taxis and online car hailing no longer need to show health code and the negative certificate of nucleic acid test.

4. Optimize ways to implement quarantine.Asymptomatic infected cases and mild cases that are eligible for home isolation are recommended to stay at home for medical observation, but they may also choose to stay at a hotel for centralized isolation. Close contacts that are qualified for home isolation shall be isolated at home, and can also choose centralized isolation. All sub-streets and communities should be prepared to provide residents during home isolation with medical services or help them avoid harm in an emergency.

5. Providemedical services orderly.Medical and health institutions at all levels shall make appointments for treatment in different time. Pre-examination,triagetreatment and first-diagnosis responsibility mechanism shall be strictly implemented. Medical institutions need to open green channelsfor the elderly and children. Citizens may seek medical help according to their own needs.For patients in severe or critical condition, medical institutions should not refuse or delay treatment due to lack of nucleic acid test results, and should conduct nucleic acid sampling and testingat the same time of emergency treatment.

6. Continue to promote vaccination.Please get vaccinated against COVID-19 as soon as possible and all people over 60 years oldshould be vaccinated. It is encouraged to continue to provide convenience for vaccination such as opening green channels for the elderly, set up temporary vaccination sites and arrange mobile vehicles providing vaccination service.

7. Ensure the normal functioning of society.There will be no restriction on the flow of peopleand theproduction in places other than high-risk areas.Large wholesale markets, supermarkets, drugstores shall guarantee the supply and platforms need to offer contactless delivery so as to ensure fresh, safe and adequate food supplies for? the residents.The White List should includeall units offering basic medical services and other essential services. These units include medical institutions, the police, the transportation and logistics, supermarkets and the units in charge of water, electricity or heating. The above-mentioned units need to remind their staff to take self-protection, get vaccinated and monitor health. The hotlines 12345 and 12320 will remain open to the public the whole day to timely answer problems and appeals related to epidemic control and prevention.

Please take the primary responsibility for your own health by sticking to good habits such as wearing a mask, keeping social distance, maintainingpersonal hygiene and avoiding unnecessary gatherings. All districts, enterprises, communities shall work together to achieve scientific prevention and control of the virus.

The above measures will take effect from this day, and relevant supporting plans will also be rolled out soon. These measures are subject to further adjustment as national policy and epidemic situation change.
